Terry KlapakisTerry Klapakis
Contract Manager

Mr. Klapakis has over 35 years of experience in military, defense, political, economic and business affairs including President and Chief Operating Officer of an public company; business development and project management; strategic-level policy planning and implementation; strategic, operational and tactical planning and execution; civil military and information operations; defense reform operations (civil military and information operations, force development, manpower, IG, operations, planning, intelligence and logistics) and special operations.

He recently led an international automotive company placing transportation systems in underdeveloped countries supplied by manufacturers in China. He developed and project managed critical defense policy, programs, plans and operations between the U.S. government and Pacific Rim Nations. He has developed and project managed business services, including Year 2000 (Y2K) projects, continuity and contingency planning, continuity of operations, disaster recovery, infrastructure services (program management, configuration management, quality assurance, etc.), and surveillance and fraud detection for government agencies and commercial enterprises.

He served nearly 25 years in the U.S. military retiring as a U.S. Army lieutenant colonel in 1997. His military background includes joint, operational and tactical level leadership and critical staff positions in planning, operations and execution. He was a China foreign area specialist and served as a China defense attaché. Mr. Klapakis’ military education is extensive and his civilian education includes a bachelor’s degree in political science from San Diego State University and a master’s degree in education from the University of Southern California. He speaks Mandarin and is married with no children to Donna R. Klapakis who is public relation specialist. Donna speaks both Mandarin and Cantonese. They currently live in Honolulu, Hawaii.
