Asia Pacific Peacekeeping Seminar-Game

The Asia Pacific Peacekeeping Seminar Game, conducted under the
auspices of the United Nations Department of Peacekeeping Operations,
was held at the Sheraton Imperial Hotel in Kuala Lumpur, Malaysia,
from 16 to 21 April 2001. The event was co-sponsored by the Government
of Malaysia and United States Pacific Command.
Participating were representatives from 26 countries, including
Australia, Bangladesh, China, Fiji, France, India, Indonesia, Japan,
Madagascar, Malaysia, Mauritius, Mongolia, Nepal, New Zealand, Pakistan,
Papua New Guinea, Russia, Singapore, Sri-Lanka, Thailand, Tonga,
United Kingdom, United States and Vietnam. A total of 69 civilians,
police and military personnel participated in the proceedings, including
representatives from the UN Department of Peacekeeping Operations,
International Committee of the Red Cross, the U.S. Office of Foreign
Disaster Assistance and the International Medical Corps.
The purpose of the seminar game was to develop multilateral, multifunctional,
operation-level peace operations skills and to gain insight into
capacity building and training requirements in the Asia-Pacific
Region.
The objectives were 1) to explore and understand the operational
issues associated with entering, conducting and exiting a peace
operation, 2) to enhance national and regional inter-agency coordination
and cooperation and 3) to examine capacity-building and training
required to optimize participation in peace operations.
The game consisted of a peacekeeping and humanitarian assistance
scenario structured into three separate problems or "moves".
Each move was further divided into a scene-setting plenary session,
working group session, and a concluding plenary session. Four working
groups of 12-15 participants were facilitated and their outcomes
documented by a recorder. The concluding plenary session of each
move featured group out briefs presented by a volunteer representative
to role-playing UN mission leadership, followed by open discussion.
A "hot wash" and brief on the way ahead concluded the
event.
The Center of Excellence in Disaster Management and Humanitarian
Assistance provided role players with extensive field experience
as well as subject matter experts to ensure realism and to serve
as knowledge resources throughout the game. United States Pacific
Command's Gaming and Simulation Department provided gaming support.
The Asia Pacific Area Network supported the seminar game with online
information resources.
