This symposium, the second event of the Asia-Pacific Operations Capacity Building Program, took place at the Amari Watergate Hotel in Bangkok, Thailand from July 10 to July 14, 2000. The Thai Royal Armed Forces, the United Nations Department of Peace Keeping Operations, the US Army Pacific and the Center of Excellence in Disaster Management and Humanitarian Assistance jointly sponsored the five-day symposium.

Its purpose was to identify the specific issues relevant to peace operations, to stimulate discussion and to provide focus for future initiatives. To that end, the goals of the symposium were to:

1. Identify the issues that a nation may face when deciding to participate in a peace operation

2. Identify the issues that a nation may face after the decision to participate has been made

3. Provide comment on the CDJTFAC concept and the CDJTFAC's potential for use as a planning tool in peace operations

4. Identify training issues pertinent to the conduct of a peace operation

5. Determine the challenges a nation may face to providing the training that meets these objectives

6. Suggest roles that the United Nations and training centers - both national and regional - may have in providing this training

The 70 attendees represented 11 countries, including Australia, Bangladesh, Canada, Indonesia, Japan, Madagascar, Malaysia, Maldives, Mongolia, Nepal, New Zealand, Philippines, Singapore, Sri Lanka, Thailand, Tonga, and the United States.

The symposium opened with comments by the Honorable Richard E. Hecklinger, U.S. Ambassador to Thailand, Air Chief Marshall Chanchai, Deputy Chief of Joint Staff, Royal Thai Armed Forces, and Colonel Osman John Derick, Deputy Chief, Training Unit for the Department of Peacekeeping Operations. Presentations set the stage for participants to then address the main issues in four sessions of four groups. These 'syndicates' then made presentations of their group's findings during follow-on plenary sessions.

The symposium closed with remarks by ACM Chanchai, who emphasized the importance of opportunity that the symposium represented to exchange ideas about peace operations among South East Asian nations.
