COE’s Research and Information Management (RIM) unit’s efforts are directed at managing research in disaster management and humanitarian assistance and fostering knowledge management, information sharing and operational information support. These efforts are aimed at facilitating effective decision-making, response effectiveness, good governance, and fostering resilient societies. Identification of gaps in today’s DM/HA mechanisms, often with adverse implications on response efforts, is one of the areas of emphasis for research. Working in conjunction with other COE units, USPACOM and COCOM elements, RIM identifies applied research topics and solicits research proposals from competent research organizations. Acting as a trusted partner and broker, RIM coordinates and manages the research process on behalf of its clients to ensure research is done in accordance with client specifications.
RIM also produces, manages and/or disseminates reports to support USPACOM and other COCOMs’ response efforts in the aftermath of major disasters/emergencies in the Asia-Pacific region and around the globe. As a gatekeeper of specialized information, RIM manages a virtual library of research and an up-to-date electronic rolodex of subject matter experts within the Center’s portfolios.
Public-private and inter-agency partnerships are at the core of RIM’s efforts in leveraging critical thought, information technology, resources and funding to research systemic problems affecting HA/DM operations. RIM also aims to foster resource and information sharing among research partners, the various COCOMs and other inter-agency groups.
Applied Research Toolkits: COE will make HA/DM tools available through its website to its civilian-military constituents. These tools will adhere to established standards and enable data collection from the field. Examples include standardized assessment templates, checklists, contacts that leverage the advantage of hand-held/mobile devices and allow near real-time synchronization/replication with centralized data repositories.
Information Support in Response to Disaster/Emergencies: RIM produces situation reports for USPACOM and other COCOM planners, JOC, JIOC etc. These reports provide situational awareness to USPACOM and its components in the aftermath of major disasters in the AOR to inform planning and timely decision-making. A comprehensive scope of this support entails natural and manmade disasters, including conflicts and industrial disasters requiring US/outside support by affected nations. These special reports provide background information, an overview of the current situation and an overview of domestic and international response efforts, including response initiatives from UN agencies. The intended goal of these reports is to facilitate information sharing and improve coordination among various actors on the ground.
Country Disaster Response Handbooks are produced by RIM to provide decision makers, planners and possible responders with a comprehensive understanding of in-country disaster management plans and structures, including information on key domestic disaster response entities, basic country background and local and international humanitarian organizations present in the country.
Virtual Library/Information Center: The information resource center is comprised of a core collection of digitized and traditional materials, including books, journals and multimedia (CDs, DVDs) on disasters, complex emergencies, humanitarian assistance, peacekeeping and relief operations to support COE’s research, training and education program needs. An Online Public Access Catalog (OPAC) is searchable over the internet.
