Diep DuongDiep Duong
Vietnam PEPFAR Program Manager

Ms. Diep Duong is currently the Vietnam PEPFAR Program Manager at the Center for Excellence in Disaster Management and Humanitarian Assistance (COE-DMHA), based in the Vietnam’s capital city Hanoi. She is in charge of HIV/AIDS initiatives that the COE executes on behalf of the U.S. Department of Defense (DoD). PEPFAR is the multi-billion dollar federal President Emergency Program for AIDS Relief (PEPFAR) assisting more than 1 million people in 15 focus countries worldwide.

With PEPFAR funding, COE carries out military-to-military training to the Vietnam military for the prevention, treatment and care of HIV/AIDS. Ms. Diep oversees the execution of these programs, including information campaigns for HIV prevention, the training of Vietnamese military healthcare providers in HIV/AIDS treatment and care, the provision of palliative care to patients, as well as the procurement of medical and laboratory supplies for military hospitals. As of 2008, over US$5 million has been invested in this program, growing from US$1.35 million in 2007 to an estimated US$3.5 million in 2008.

Ms. Diep has a PhD in Nursing as well as a minor in Health Administration and Program Evaluation from the University of Arizona. She also has a Master’s degree in Nursing as well. Previously, Ms. Diep was an International Health Specialist for South East Asia for the Pacific Air Forces headquarters at Hickam Air Force Base (AFB) in Hawaii. Prior to that she was Executive Director of the TriService Nursing Research Program for the Uniformed Service University at Bethesda, Maryland, where she directed and managed a congressional program for the only U.S. military nursing research with an annual US$ 6 million budget. She was also Director of Clinical Research and Clinical Nurse Researcher at the Keesler Medical Center at Keesler AFB. Other previous positions include the Chief of Department, Special Care Services and Charge Nurse at the Ambulatory Surgery Unit at the Davis Monthan Medical Clinic at Davis Monthan AFB. She also served as a nurse at Wiesbaden Medical Center for the Lindsey AFB, Germany, the David Grant Medical Center at Travis AFB, California and the Cedars-Sinai Medical Center, California.

Ms. Diep has been involved in over six completed medical research projects between 1997 and 2003. She is currently involved in a medical research project, “High Blood Pressure Care for Korean Americans,” for the Agency for Healthcare Research and Quality, with a budget of US$1.4 million. Between 1999 to 2005, she co-authored 10 journal articles, publishing in the Military Medicine, Nursing and Health Sciences, Critical Care Nursing Clinics of North America, Journal of Community Health, Circulation, and Journal of Cultural Diversity. Ms. Diep also worked as a consultant between 2002 and 2007, the latest being a consultant for the National Heart, Lung and Blood Institute. Honors and awards include the U.S. Air Force Global Health Officer of the Year (2005) and the Researcher of the Year (Alabama Nursing Association - 1999).

Ms. Diep has extensive international experience. Between 2004 and 2007, she worked to bring medical services and training in twelve visits to Cambodia, Vietnam, Kiribati, Nauru, Vanuatu, and Laos, while coordinating with the respective US embassies and other US government entities such as the US Agency for International Development (USAID) and US Army Pacific (USARPAC).
