Gladys Skinner Gladys Skinner
Operations Program Manager / Deputy Contract Manager

Ms. Skinner's 30+ year career has taken her across the spectrums of program management, global emergency actions, network/systems security operations, telecommunications, and communications security (COMSEC).

Ms. Skinner formerly was the Program Manager for the Pacific Theater Network Operations Security Center (Pac-TNOSC). The role of the PAC-TNOSC is to ensure Computer Network Defense (CND) of all information technology assets in the Pacific Theater .

She served many years as a defense contract manager in the areas of network/systems security operations, defense industrial security, and safety operations.

Reflections of her military and civilian career entail:

She was nominated and selected to serve as the first female officer to be assigned to the White House Communications Agency (WHCA), The White House, for an 8-year tour. She served primary as a global support Trip Officer for President Carter, Vice President Bush, and President Reagan. Other internal White House assignments included Presidential Emergency Action Officer, WHCA Security Manager/Assistant Adjutant, and the COMSEC Custodian in charge of supplying the material for the Presidential briefcase, known as The Football which contains the launch codes to the American nuclear weapons arsenal. She was also cited for her support of the famous Camp David Accords Peace Talks.

Ms. Skinner also was the first female officer to be appointed to serve as the personal telecommunications officer for two United States Pacific Commanders; coordinating and providing state-of-the-art worldwide (up to 7 countries per month) communications support. She was also in-charge of humanitarian gift distributions to the various Pacific / Asia areas.

Her military assignments and support travels afforded her a board glimpse of the world, many cultures, world leaders, and entertainers that produced first-hand experiences and encounters of a life time.

Ms. Skinner was born in Southern California and has a son and daughter.
