Kevin Phelps
Operations Officer

Mr. Kevin Phelps is the Operations Manager for the Center for Excellence in Humanitarian Assistance and Disaster Management (COE) and is responsible for planning and coordinating the majority of COE activities.  He provides liaison with the U.S. Pacific Command (USPACOM) Headquarters and other organizations as necessary.

Kevin served in the U.S. Marine Corps from 1992 until 2000 as a CH-53D pilot, where he worked extensively in operations and training.  As a civilian, Kevin has been an airline pilot, a tour helicopter pilot, the Director of Ground Operations, and the Assistant Director of Operations for a small airline.

After being furloughed from Hawaiian Airlines in 2001 and 2003, Kevin worked at USPACOM as a Logistics Exercise Planner. He then returned to military service and worked in the USPACOM Foreign Affairs Policy Division for South and Southeast Asia as the Bilateral Coordinator.  In 2006, he worked with Headquarters, Marine Forces Pacific (MARFORPAC) as the Rotary Wing Air Officer.

As a U.S. Marine Reservist, Major Phelps has completed two tours in support of Operation Iraqi Freedom.  In 2005 he served the II Marine Expeditionary Force (fwd) Staff as the Current Air Watch Officer in the Combat Operations Center, Camp Fallujah, Iraq.  In 2007 he served as the Air Officer with 4th Reconnaissance Battalion Detachment B, Camp Ripper, Al Asad, Iraq. 

Kevin holds a Master of Science Degree in Aeronautical Science with an emphasis in Operations from Embry-Riddle University, where he graduated with Distinction.  Kevin also earned All-America status in 1989 as a member of the University of Nebraska at Omaha wrestling team.
