Ross NewmannRoss Newmann
Medical & Public Health Unit Leader

Ross Newmann is currently the Medical Unit Program Manager of the Medical & Public Health Unit at the Center for Excellence in Disaster Management and Humanitarian Assistance (COE-DMHA). He began as a subject matter expert, before becoming Unit leader in December 2007. As Unit Manager, he oversees the unit’s main projects which currently focus on executing the U.S. Department of Defense (DoD)’s initiatives on HIV/AIDS and Pandemic Influenza through Pacific Command (USPACOM) based in Hawaii. These initiatives fall under the US DoD’s Theater Security Cooperation Program to build relationships with countries in the Asia-Pacific region.

Ross oversees the Unit’s activities, which are funded from sources such as the DoD’s HIV/AIDS Prevention Program (DHAPP) and the multi-billion dollar federal President’s Emergency Program for AIDS Relief (PEPFAR). Under the vision of “neighbors teaching neighbors” USPACOM has partnered with the Royal Thai Army, and the Armed Forces Research Medical Institute of Medical Sciences (AFRIMS) to create the Regional Training Center (RTC) program in Bangkok, Thailand. The RTC aims to educate a core group of military medical HIV/AIDS prevention officers that will serve as liaisons for future HIV/AIDS work. COE also has tailored bilateral country programs being implemented in Vietnam, India, Indonesia, East Timor, Papua New Guinea, Nepal and Cambodia. The Medical & Public Health Unit also oversees the implementation of Pandemic Influenza workshops in Thailand to provide pandemic response training to the region’s militaries. The Pandemic Influenza workshops help to build relationships between military and civilian responders, including the United Nations’ World Health Organization (WHO).

Mr. Newmann is a Nurse Practitioner with a Master of Science in Nursing from the University of Hawai’i at Manoa. He was previously an HIV Nurse Specialist at the Department of Medicine, Tripler Army Medical Center since 1989. In that position, he directed the provision of medical care to HIV-infected patients and patient/staff education. He also managed the Tripler’s Blood Borne Pathogens Surveillance Program for seven years and was an associate investigator for the U.S. Military Tri-Service HIV/AIDS Research Program. Mr. Newmann was also the coordinator and an associate investigator for the Hawai’i AIDS Clinical Trial Unit, Tripler Sub-site and was responsible for the day-to-day operation of the unit, including budget management, and the procurement of equipment and supplies. He also worked for the Adult Medicine Clinic, being responsible for the medical care of a panel of approximately 625 paitents, and provided oversight for the clinic’s Women’s Health Program. From 1996 to 2007. Mr. Newmann has also co-authored a chapter  entitled “The Culture of Death and Dying in the Military in the book, Cultural Issues in End of Life Decision Making. He has also contributed to articles to the Applied Occupational and Environmental Hygiene and the Nurse Practitioner Forum: Current Topics and Communications journals.
