Jessica AdlerJessica Adler
Humanitarian Operations Advisor

Jessica Adler joined COE in November 2007 and is serving as a Humanitarian Operations Advisor in the Humanitarian Affairs and Practice Unit of the Center for Excellence in Disaster Management and Humanitarian Affairs.

From January 2006 until she joined COE, Jessica worked as the Regional Deputy Refugee Coordinator at the U.S. Embassy in Bangkok, Thailand, where she helped shaped U.S. policy on refugees, advocated for better refugee treatment with host Asian countries, and oversaw humanitarian assistance to refugees in Asia. Prior to this work, Jessica served as a member of the Joint U.S. Cambodian Adoption Task Force at the U.S. Embassy in Phnom Penh, Cambodia where she investigated and adjudicated international adoption cases while documenting incidents of child trafficking. Jessica also worked at the U.S Consulate General in Sydney, Australia and the U.S. Consulate General in Chengdu, China, focusing on American citizen and consular services.

Her private sector experiences included training and advising on alternative dispute and conflict resolution methods and practices as the Assistant CEO and Business Development Manager with the Australian Commercial Disputes Centre in Sydney, Australia. Jessica was also involved with the Sichuan American Chamber of Commerce promoting U.S. business interests while working as a legal consultant in China. Her previous non-governmental experiences include a consultancy for the International Organization for Migration (IOM) in Bangkok, Thailand to address human trafficking issues, as well as a legal internship with Global Rights (The International Human Rights Law Group) in Washington, D.C., assisting in the development of global rule of law initiatives. She has also held legal internships with private law firms in San Francisco and Bangkok focused on employment, intellectual property and contract law.

Jessica received her Juris Doctorate from the William S. Richardson School of Law, University of Hawaii at Manoa, with a concentration in Pacific Asian Legal Studies and comparative law studies at the University of Singapore and the University of Madrid. She received a Bachelor of Science degree in International Business Marketing, a minor in Japanese from George Mason University, with studies in Human Rights and International Business at the Kansai Gaidai University in Osaka, Japan.

Jessica is fluent in Cambodian and Thai and proficient in Japanese, Mandarin and Spanish.
