The U.S. Pacific Command (US PACOM) and the United Nations Department of Peacekeeping Operations (UNDPKO) jointly sponsored this multinational seminar focusing on "Measures of Effectiveness (MOE) in Peacekeeping Operations (PKO). The Center for Excellence in Disaster Management & Humanitarian Assistance (COE-DMHA) executed the seminar.
Aim
The aim of this seminar is to explore, discuss and develop suitable tools, techniques and methodology to measure the effectiveness of peacekeeping operations.
Objectives
- To develop the tools and techniques for measuring the effectiveness of peacekeeping operations using components of the Stability Assessment Framework
- To discuss and identify Measures of Effectiveness of the various actors/components and processes in complex peacekeeping missions.
- To explore, discuss and develop universal Measures of Effectiveness that could be used by stakeholders and others to measure the effectiveness of any peacekeeping operations.
Seminar Concept
This is a 4 1/2 - day unclassified seminar attended primarily by military officers from the Asia Pacific region. The seminar is broken down into two main parts, namely the scene setting background presentations and syndicates/working groups exercises on topics/issues given.
An introductory plenary brief on topics/issues to be discussed will be done and syndicates/working groups will be given ample opportunity to seek clarifications.
Syndicates/working groups are to discuss the topics/issues given and develop responses. Syndicates/working groups will be assisted by facilitators during the course of their discussions.
Syndicates/working groups findings will be presented in a plenary and commented on by Subject Matter Experts and facilitators.
A final critique and wrap-up session will conclude the seminar.
