Brigadier General Iem Heng
Royal Cambodian Armed Forces Representative and Opening Ceremony Speaker

Brigadier General HENG joined the Army in 1983 and was selected to attend the Combatant Intelligence Course. The following year he was appointed as Non-commissioned Personnel Assistant for the K82 Arsenal Unit. While serving in that capacity, he completed the Physical Stockpile Security and the Battalion Defensive Tactics courses.

In 1985 he was assigned as the Assistant for the Non-commissioned Personnel Section and later assumed the duties of chief of that section in 1987. For the next five years, General HENG worked as the Deputy Chief for Planning Office, Department of Material and Technique, Ministry of National Defence.

In 1994, after the Royal Cambodian Government was established, he worked as the Deputy Chief Secretariat for the Department of Material and Technique and later as the Chief Secretariat for the Civil Cabinet, Ministry of National Defence.

In 2001, after being promoted to the rank of Colonel, he was appointed as Chief of the Office of Armament Control, General Department of Material and Technique, Ministry of National Defence. In 2006, he assumed the temporary duties as the Course Director for the UN Peacekeeping Observers Course at the Cambodian Military Institute.

In February 2007, he was promoted to the rank of Brigadier General and assigned to his current position as the Deputy Director of the International Relations Department, Ministry of National Defence.

In addition to the training he has received in Cambodia, Brigadier General HENG has attended courses in both Australia and the United States. He holds a degree from the Australian Defence College, Defence and Strategic Studies Center and a Masters Degree in International Relations from Deakin University.

Ms. Piper Anne Wind Campbell
Senior U.S. Government Representative

Ms. Piper Anne Wind Campbell, Deputy Chief of Mission at the American Embassy, Phnom Penh, Cambodia: Ms. Campbell joined the Foreign Service in 1989 and has served with the US State Department in a variety of positions. She began her Foreign Service career serving as a consular and administrative officer in Manila, the Philippines and as a general services officer providing support to the three U.S. missions in Brussels, Belgium. Ms. Campbell served in the State Department’s Operations Center (1994-1995) and the International Organizations Bureau (1995-1996), before being seconded to the civil affairs section of a United Nations peacekeeping mission (1996-1998). After the successful conclusion of the United Nations Transitional Administration in Eastern Slavonia (UNTAES), Ms. Campbell helped the U.S. Agency for International Development (USAID) establish an office in Eastern Slavonia, Croatia (1998). She covered Asian issues and Security Council reform at the U.S. Mission to the United Nations in New York (1999-2002) and was Counselor for Humanitarian Affairs at the U.S. Mission to the UN in Geneva (2002-2006). Ms. Campbell began her three-year tour as Deputy Chief of Mission at the U.S. Embassy in Phnom Penh in September, 2006.

She holds a bachelor’s degree with a certificate in Asian studies from Georgetown University’s School of Foreign Service and a Masters Degree in Public Administration, with a focus on conflict resolution, from Harvard University’s Kennedy School of Government.



COL (Ret) Michael Morrison
Subject Matter Expert

COL (Ret) Morrison retired from the Canadian Forces in the summer of 2001 with 37 years of military service. While on active duty, he served in a variety of command, staff, and training positions, including service with the United Nations Mission in Cyprus.

He has also served on the staff of Headquarters Allied Forces Northwestern Europe, a NATO Major Subordinate Command, as Chief Crisis Response, Exercise and Evaluation Branch. Additionally he was seconded by the Canadian Department of National Defence to the Pearson Peacekeeping Centre where he was a senior member of the faculty with specific responsibility for conducting the Centre’s flagship course: The Advanced Course – Issues in Modern Peacekeeping.

He is an external faculty member of the Pearson Peacekeeping Centre with experience conducting Disarmament, Demobilization & Reintegration courses at the Koffi Anan Centre in Accra, Ghana; facilitating a Peace Support Operations module at the Inter-American Defence College in Washington, DC; conducting the Military Core Competencies in Peace Support Operations course and a CIMIC program; facilitating on Negotiation and Legal Framework of Modern Peacekeeping courses; and working as a Directing Staff member on a major peacekeeping exercise conducted for the German/Netherlands Corps Headquarters.

Colonel Morrison has also worked extensively as a facilitator for the Center for Excellence in Disaster Management and Humanitarian Assistance on numerous Peace Operations Seminars throughout the Asia-Pacific region. He has also instructed on Enhanced International Peacekeeping Capabilities Instructors and Planning Peace Operations Courses and other training/education events conducted by the Center for Civil-Military Relations, US Navy Post-Graduate School Monterey, California. Additionally he has assisted in the development and conduct of a joint US Army Pacific – Indonesian Command Post Exercise on peacekeeping operations.

Mr. Morrison has a Bachelors of Science Degree from Acadia University in Wolfville, Nova Scotia. He is also a graduate of the Canadian Land Forces Command and Staff College, the British Army Division 1 Technical Staff Officers Course at the Royal Military College of Science, Shrivenham, United Kingdom and the Canadian Forces Command and Staff College.



Lt. Colonel (Ret) John Derick
Training Advisor, COE

LTCOL (Ret) Derick is currently the Peace Operations Advisor to the Center for Excellence in Disaster Management and Humanitarian Assistance in Honolulu, Hawaii.

He came to the Center for Excellence in 2002, after retiring from the Royal Malaysian Rangers with a long and productive career. His active duty career included a variety of very successful operational, training, and command assignments.

Mr. Derick has a very extensive background in UN Peacekeeping operations and training. While assigned to the Rangers, he served 16 months on the UN peacekeeping mission in Cambodia. As the first Commandant of the Malaysian Peacekeeping Centre, he was responsible for the development of its peace operations support training programmes and activities for the Malaysian Armed Forces. In February 1999 he was posted to UN Headquarters in New York as Head of the Training Cell in the Training and Evaluation Services, Department of Peacekeeping Operations where he has advised various UN Member States on UN PKO training initiatives.

Since joining COE, Mr. Derick has been instrumental in development and presentation of numerous Peacekeeping training events as well as serving as an advisor in the development and implementation of the UN’s Standardized Training Modules.



CAPT (Ret) Johari Ramzan Ahmad
Subject Matter Expert

CAPT (Ret) Ahmed is a retired Royal Malaysian Navy (RMN) Captain, having served over 30 years in various operational, command and staff positions. His last active duty assignment was as Senior Officer Afloat with the RMN fleet.

His peacekeeping experience includes serving as a Military Observer in Liberia (UNOMIL) from October 1992 until September 1993. He also served as a Liaison Officer in Somalia for the withdrawal of UNOSOM II during the Spring of 1994.

Captain Ahmad was appointed as Commandant of the Malaysian Peacekeeping Training Centre from March 1999 until December 2002. As Commandant of the Malaysian Peacekeeping Training Centre, Captain Ahmad developed and conducted various peacekeeping training courses for local and international participants.

In January, 2003 he was seconded as a Training Advisor to the Department of Peacekeeping Operations (DPKO), United Nations Headquarters, New York from January 2003 until December 2005.

While serving as a Training Advisor with the Training and Evaluation Service/Integrated Training Service (TES/ITS) DPKO, Captain Ahmad was appointed as Head of Program Management and Head of Evaluation.

Captain Ahmad conducted various peacekeeping courses all over the world during his tour of duty with DPKO.



LTCOL (Ret) Vasant Mande

LTCOL (Ret) Mande retired after over 20 years of service with the Indian Army and has served in a variety of operational, training, and staff assignments.

He joined the UN DPKO’s Training and Evaluation Service (TES, now redesignated as ITS/DPKO) in 2001 as the Deputy Chief of Service. In that position, he was closely associated with the SGTM and STM development process from the very beginning. He served as the Project Leader for the development of STM 3 modules.

He has also lectured in various international training courses and seminars on peacekeeping issues and participated in NATO work group meetings as the UN observer for development of standardized NATO “Training and Education for Peace Support Operation” modules.

He is currently working with UNITAR POCI (UN long distance peace keeping training program) to promote the spread of STMs in the Asia-Pacific region in close cooperation with ITS/DPKO. Since his retirement from active service, he has been a Peacekeeping training advisor to the Center for Excellence in Disaster Management and Humanitarian Assistance (COE DMHA), Hawaii.



LTCOL (Ret) Alex Lee
Subject Matter Expert

LTCOL (Ret) Alex Lee began his military career in the Singapore Armed Forces (SAF) in 1977. Over the course of his career, he has served in a variety of Staff and Command appointments. Some of these appointments include Head of Intelligence, HQ Commandos, Battalion Commander and Branch Head, Operations Other Than War. He retired from the Armed Service in 2005 and spent the last 5 years of service developing the Peace Operations capacities in the SAF.

LTCOL (Ret) Alex Lee also served in the United Nations Transitional Administration in East Timor (UNTAET) as the Chief of Plans, Civil military Affairs, Peacekeeping Force HQ in 2001 and with NATO KFOR (KOSOVO) in 2002. He was also deployed as part of the SAF HQ for the Tsunami Relief Operations in Aceh, Indonesia.

Since his retirement from active service, he has been a Peacekeeping training advisor to the Center for Excellence in Disaster Management and Humanitarian Assistance (COE DMHA), Hawaii, as well as to the Center for Civil Military Relations (CCMR) in Monterey, California.

LTCOL (Ret) Alex Lee received a Bachelor of Science Degree in Chemistry from the National University of Singapore in 1986 and graduated from the Singapore Command and Staff College in 1993.



Richard Huwel
Peace Operations Specialist/Project Support Manager

Mr. Richard Huwel joined the Center for Excellence in June 2005 as a Peace Operations Specialist and Project Support Manager. Prior to joining COE, Mr. Huwel taught Physics and Engineering at Sacred Hearts Academy in Honolulu.

Richard is a retired Coast Guard Captain, having served over 26 years in various operational, training, and command and staff positions. His last active duty assignment was as Senior Coast Guard Liaison to the State Department, where he was assigned to the staff of the Undersecretary for Global Affairs. While at the State Department, he assisted with various DOS crisis action teams; including Kosovo, Hurricane Mitch, and East Timor. He led a joint USCG/DOS maritime assessment team focusing on Costa Rica's response capabilities in maritime law enforcement, drug interdiction, search and rescue, and port security. He also served as DOS representative on the Presidential directed transportation security study and interagency study of joint law enforcement organization and operations.    Prior to his assignment at the State Department, Richard served as Deputy Chief, Operations Division and Chief, Search and Rescue Branch for the Fourteenth Coast Guard District in Honolulu Hawaii where he was responsible for planning, support, and coordination of Coast Guard operations throughout the Central and Western Pacific. His duties included supervising the Joint Rescue Coordination Center staffed by USCG, USAF, and USN personnel. In that capacity, he participated in operations and training throughout the Pacific Rim. He has also held assignments as Commanding Officer of Coast Guard Air Station Chicago; Chief, Standardization Branch, U.S. Coast Guard Aviation Training Center; and operational assignments at C.G. Air Station San Francisco, C.G. Air Station Miami, Polar Operations Division, and aboard the U.S. Coast Guard Cutter Mellon.

He received a B.S. from United States Coast Guard Academy, an M.B.A. from California State University, Hayward, and an M.S.Ed. from Old Dominion University.
