Liaison, a quarterly publication of the Center of Excellence, serves to inform its diverse constituent audience of timely and relevant issuesthe stories and the peoplein the field of international humanitarian disaster management, in order to facilitate cooperation between civilian and military disaster responders and relief providers. The Liaison provides an open forum for stimulating discussion, exchange of ideas and lessons learnedboth philosophical and pragmaticand invites active participation from its readers, with the end in mind of creating a communication network for organizations engaged in similar pursuits.

Liaison Correction

In the last issue of the Liaison (Vol. III, No.2), COE published an article entitled "Is the Humanitarian-Military Relationship Moving in Reverse? An Analysis Based on Two Snapshots: Iraq and Afghanistan" by Ms. Andjela Jurisic. Since its publication, COE has learned that the article's content was written by Mr. Eric James and published in October 2003 in The Journal of Humanitarian Assistance. Mr. James' article was titled "Two Steps Back: Relearning the Humanitarian-Military Lessons Learned in Afghanistan and Iraq" and is available online at http://www.jha.ac/articles/a125.htm.
The article was also published in Small Wars and Insurgencies and authorship was attributed to Ms. Jurisic. The Center of Excellence in Disaster Management & Humanitarian Assistance has been publishing the Liaison since 1999. While each submission to the Liaison is reviewed by at least two professionals before it is accepted for publication, it is difficult to verify the originality of every article. Responsibility ultimately rests with the submitting author.
