20-question interactive quiz, developed by COE graphic artist
Brian Miyamoto, debuted at a community event held in observance
of Inter-national Education Week. The questions address international
natural disasters, complex humanitarian emergencies and peace
operations. The quiz gave Hawaii residents instant feedback on
the extent of their knowledge in these areas.

Through a Coordinated Response
Carl
Cobb, training advisor, supported U.S. Army-Japan's annual bilateral
exercise with the Japan Self Defense Force in Sendai. NGO role-play
and instruction on humanitarian assistance and disaster relief
was provided as part of a bilateral military response to an earthquake
in a fictional country.

Representatives
from more than 20 Asia and Pacific nations met in Seoul as part
of the Multinational Planning Augmentation Team "Tempest
Express" exercise. The Center's LTC Patricia Hastings, MC,
and Carl Cobb, training advisor, provided planning support and
formal presentations on medical and public health considerations
in a natural disaster, measures of effectiveness, and the role
of NGOs in complex humanitarian emergencies.

Sharon
McHale, Training Advisor, added humanitarian inputs into the mid-planning
conference for Peacekeeping Operations North, an exercise supported
by the Army of Uruguay and sponsored by US Southern Command, with
participation from the military forces of Argentina, Bolivia,
Brazil, Colombia, Chile, Ecuador, Paraguay, Peru, Uruguay, Venezuela
and the U.S. This exercise enhances the readiness of the participants
in topics such as legal issues and the role of civilian police
in UN peace operations.
III MEF TAP course/Okinawa

TAP the Center...

marines in the 3rd Expeditionary Force, including 21 members of
the Japanese Self Defense Force and four NGO representatives received
a four-day customized course as part of the Training Assistance
Program. Peter Leentjes, training advisor, and Drs. Thomas Crabtree
and Thomas Ditzler, adjunct faculty from Tripler AMC, provided
19 presentations on the impact of culture, society and religion
on operations; transitions; the players; role of the media; health
threats and others.

advisors also gave a special presentation of selected modules
of the III MEF TAP to government officials, academics, business
leaders and NGOs, an effort organized by the Okinawa Center for
Peace Assistance, a project of the Nansei Shoto Industrial Advancement
Center. OCPA seeks to help Okinawa to "contribute to peace
and prosperity of the region in a way that can maximize its potential
and realize its wish for peace and stability."

Diversity an Asset
The
diversity of the attendees to the December 2001 CHART course in
Honolulu greatly added to the collective learning experience of
both students and instructors. Several state and local health
professionals and planners and experienced US State Department
personnel mixed with US, New Zealand, Vietnamese and Australian
military personnel in this revised CHART offering. (See

Testing of Handheld Next Step
Handheld
computing is an ideal platform to efficiently collect data in
the unpredictable environments encountered by aide workers. The
applications developed at COE by Drs. Joel Selanikio and Thomas
Hasling are designed to benefit the data collector as well as
provide population level visibility. Two of the applications are
the NutStat Handheld (nutritional assessment) and EpiInfo Handeld
(an extension of CDC's EpiInfo) that allows the rapid generation
of forms and surveys. Some of the applications will be undergoing
additional field-testing during the upcoming Cobra Gold exercise
in Thailand.

Asia Peace Operations Seminar-Game
Thirty-nine
participants representing the humanitarian, civilian police and
military communities from 20 countries attended this seminar-game,
co-sponsored by the Royal Nepalese Army, US Pacific Command, the
Center of Excellence and the United Nations Department of Peace
Keeping Operations. The purpose was to further develop multilateral,
multifunctional, operational-level peace operations skills, and
gain insights into capacity-building and training requirements
through tactical-level vignettes.

Sharon
McHale briefed executive staff of US Pacific Command, COE staff
and Civil Affairs personnel about her experiences and lessons
learned as a civilian advisor to the Coalition Joint Civil-Military
Operations Task Force stood up by US Central Command and Army
Central Command to support humanitarian operations in Afghanistan.
She dealt with challenges to planning, the civil-military interface
and information sharing in support of an operation in her two-month
assignment.

Sphere:
Training Humanitarian Standards
A
Sphere Project Training of Trainers Course, organized by the Australian
Council for Overseas Aid and sponsored by the Australian Agency
for International Development, brought together for one week in
March an international cadre of humanitarians from 14 nations
to learn the ins and outs of teaching Sphere standards. Sharon
McHale, Training Advisor, participated on behalf of the Humanitarian
Affairs and Practice Unit, for incorporation into the CHART course
curriculum.
WVI Security Workshop/Hawaii
Securing
the Unarmed Humanitarian
World
Vision International sponsored 45 humanitarians from WVI and other
relief organizations for two back-to-back security workshops composed
of both classroom and field training to address security threats
to NGO personnel in the field. Center staff facilitated the event
and provided several presentations. Marine Forces-Pacific supplied
meeting and lodging facilities, and managed mine clearance, convoy
management and hostage-taking field exercises.
Cable Television Broadcasts/Hawaii

Households Get the Picture
Center-produced
video programs are being broadcast on local cable community access
television channels. Two one-hour shows on issues related to recent
terrorist events in the U.S. help to educate the public on health
issues and emergency response to biological and chemical threats,
and insights into how terrorists think. The programs are part
of a new initiative to capture content on videotape for use in
multimedia applications and community outreach.
