The
intent of this report is to capture the conclusions and recommendations
as expressed by the participants, and to focus on those areas they
deem most important to their countries. The following points were
derived from classroom discussion and course critiques.

Civilians must be included in discussions and deliberations
on issues related to countering terrorism because they are essential
to finding and implementing lasting solutions.

The rights of a society to live in peace must be fully considered
and accounted for when it conflicts with the rights of the individual
who seeks to disturb the peace through violent means.

The root causes of terrorism - including poverty, oppression,
helplessness and hopelessness - must be addressed over the long
term and concurrently with solutions that employ the use of
security measures.

Cultural elements and influences must be considered in devising
and implementing countermeasures.

The media's role needs to be fully examined, understood, and
considered when devising strategies for countering terrorism.

All elements of a civil society need to be a part of a counter
terrorism strategy.
-
Acquiring and sharing information across agencies is critical
to minimizing terrorist activity and preventing terrorist attacks.
-
Addressing security issues in multinational forums is important
to impacting, controlling and minimizing the growth and strength
of international terrorist groups who take advantage of weaknesses
in international and regional laws, treaties, customs, geography,
and so on.

Every situation is different and each country has unique challenges.
That understood, lessons should continue to be shared between
nations to assist in the development of new approaches to address
the threat posed by terrorist groups.

Gaining a broad perspective, such as that presented in the seminar,
is helpful, as it permits an individual to comprehend the complexity
of terrorist activity, however, specifics for application and
implementation also need to be addressed so that individuals
may be more effective in the execution of their duties as they
relate to counter terrorism.
