
"Traditional
Responders: Non-Traditional Roles," a scenario-driven seminar/tabletop
game, featured an 'it comes to you' scenario where NGOs, already
responding to a cataclysmic natural disaster based on the Gujarat
model, were faced with three separate, non-sequential CBRNE
events (or "moves") that occur while executing existing
programs. This approach was chosen to enable examination of
commonalities and differences among the various contaminants
that could impact NGO planning for future operations in potential
high-risk areas.
Following
opening remarks by conference
organizers, participants heard background briefings from
several organizations prior to the facilitated game moves,
held in plenary session, to allow all participants to learn
from the gathering of subject matter experts (SMEs) and collectively
identify key issues for further exploration in small working
groups on the final day of the conference. The results of
the working groups, which were briefed back in plenary, are
contained in Section 5.
The
conduct of seminar/game was based on a policy of non-attribution,
to promote the most suitable environment for the free-flow
of ideas and information. Move 3 was not played due to time
constraints and the richness of the discussion on other topics,
however, an outline of the move is provided below, for information.
