The
five day workshop consisted of plenary sessions and syndicates.
In plenary sessions, a presentation was followed by a question &
answer period. Plenary sessions gave participants a foundation of
baseline information on which to conduct discussions. The nature
of peace operations, the rules that govern them, and the actors
that take part in them were the primary focus. Key presentations
included The Environment and Structure of Peace Operations and Complex
Humanitarian Emergencies 2000 - 2010, Lessons Learned from Peace
Operations, Key Issues in Peace Operations, Training for Peace Operations
and Peace Operations Training Centers. Other sessions provided supporting
information about relevant organizations and examples of national
approaches. (See Appendix D

Three syndicate sessions prompted the identification of issues important
to the nations present. Participants interacted through one of four
syndicate groups assigned on the first day of the symposium. Syndicates
were composed of between 17 and 19 participants. The syndicate groups
were presented with four "discussion challenges" - several
questions grouped around a theme designed to stimulate discussion
among the participants and to provide them with a platform from
which to share ideas with the entire group. Some plenary time was
reserved specifically for sharing the results of these syndicate
discussions. No conclusions were required. Common findings have
been articulated.
