RECOMMENDATIONS

- In
the implementation of civil-military operations, it is imperative
that the proper groundwork for conducting such an operation
should be in place and objectives of the operations should
be clearly defined to all parties.
- Peacekeepers
should continuously undergo appropriate training and relevant
exercises to be able to upgrade their skills and expertise
amidst their evolving roles and responsibilities.
- The
integrated approach in response to conflict necessitates
development and implementation of combined procedures and
guidelines to facilitate easier and more holistic response.
- The
leadership of the peacekeeping operations should ascertain
that each component understands clearly its roles and responsibilities
to be able to ensure a functional and effective command
and control system.
- The
end state with a clear mission statement should be comprehensive
enough to encompass the full range of all key components
to properly guide the transition from peace operation to
local government control.
- There
should be continuous consultation and dialogue between the
leadership of the peacekeeping operations and the local
leaders to ensure that the exit strategies will be realistic
and acceptable to all concerned parties.
- The
time frame provided for the transition from peace operation
to local government should be realistic and in consonance
with the factors indicated in the end state.
- There
should be integrated or combined efforts to facilitate relief
and development activities for a more organized and systematic
delivery of humanitarian support in cooperation with other
components.
- At
the onset, peacekeepers should have appropriate knowledge
and relevant information of the conflict area for a better
understanding of the situation, which is necessary in the
formulation of more applicable exit strategies.
- Rehabilitation
and re-establishment of key political, economic and social
structures and institutions in the conflict area should
be given utmost importance and priority as contributory
conditions to normalcy
