ISSUES & CONCERNS


Significant issues and concerns were highlighted during the seminar especially with respect to the evolving nature of peacekeeping operations, the appropriate indicators and measures of effectiveness and the timeliness of strategies. In particular, this wide array of issues can be encapsulated in the following items:
  • Peacekeeping operations have evolved and become more complex with significant differences from the traditional peacekeeping operations, especially in terms of the nature of operation and conflicts and their requirements.
  • The roles and responsibilities of peacekeepers are also evolving and the extent of the linkage of the military component with the civilian components is being given emphasis, particularly in the formulation of exit strategies.
  • Socio-political, legal and moral issues in achieving end-state continuously challenge peacekeeping operations.
  • A well-defined mission statement is important in the formulation of exit strategies, which will encompass how the various components of peacekeeping operations can best support each other before they depart from the country or region in conflict.
  • Lack of common peacekeeping operations guidelines because of differences in cultural, political and ideological background pose great challenge to the leadership of the peacekeeping operations.
  • Transition process and exit strategies will significantly be affected by the presence or absence of sustainable humanitarian operations linking relief with development.
  • The nature of relationship and extent of linkage of the peacekeeping forces with the citizens of the host country can determine the success of exit strategies.
  • The time frame for exit strategies as well as for rehabilitation and relief operations need to be workable and realistic to encompass all components and targets of the operations.
  • An important and crucial factor in sustaining humanitarian and development efforts is the availability of needed capital and sustained support from stakeholders.
  • The political will of all parties can greatly determine the success of the rehabilitation, restoration, and re-establishment of political, economic and social structures and institutions in the conflict area
