CONDUCT
OF THE SEMINAR

Forty-two
(42) participants and observers from twenty one (21) countries
participated in the seminar which provided a strategic venue
for exchange of practical experiences and lessons learned
during United Nations Peacekeeping Operations (PKO) with respect
to end-state and exit strategies.
The
aims of the seminar were as follows:
a)
Present the product of the Center for Excellence's Peace
Operations Special Issues and Lessons Learned Seminar,
b)
Discuss United Nations PKO and Peace Support Operations
(PSO) as they relate to end state and exit strategy issues,
and
c)
Support the United Nations PKO and PSO standardization efforts.
A
group of subject matter experts provided presentations on
the following topics: Evolving Peace Operations, Humanitarian
Operations, Role of the Military, and Interagency Planning.
Participants were divided into smaller working groups to
be able to discuss comprehensively the topics provided in
the game-scenario linking end-state and exit strategies
with indicators and measures of effectiveness.
The
participants of the seminar were expected to have a better
understanding and enhanced awareness on the following specific
aspects of peace operations that were extensively explored
during the plenary and group activities:
a)
The importance of indicators and measures of effectiveness
as building blocks to getting to the end state, both the
military and the mission as a whole;
b)
The process involved in determining a desired end state
and planning for achieving a viable exit strategy;
c)
Determining measures of effectiveness to know when a desired
end state has been achieved, necessitating a shift to exit
strategies; and
d)
Lessons learned from recent operations.
A
CD-ROM containing various presentations, group outputs and
information about the lecturers, participants and organizers
was distributed during the closing ceremony in addition
to the seminar kit reference that was provided at the start
of the seminar.
