INTRODUCTION

The
United Nations, the Republic of the Philippines through the
Department of National Defense and the United States of America
through the Center of Excellence in Disaster Management and
Humanitarian Assistance (COE) on behalf of the United States
Pacific Command (US PACOM) conducted the International Peacekeeping
Operations Seminar on End States and Exit Strategies in Complex
Contingencies on September 22 - 26 2003 at the Mandarin Oriental
Hotel in Makati City.
The Emergency
Management Institute of the Philippines (EMIP) of the National
Defense College of the Philippines (NDCP) was tasked to provide
the requirements inherent to the opening and closing ceremonies
of the seminar as well as to provide support to the COE secretariat
on the documentation and analysis requirements. The findings
of the EMIP have been used exclusively for the creation of
this After Action Report, with only minor formatting changes.
