| Methodology
Participants
were divided equally and across disciplines into three facilitated
syndicates, with each syndicate addressing three "moves"
designed to generate discussion and provide opportunities for clarification
on the roles, tasks and challenges posed by a fictitious, complicated
UN-mandated peace operation scenario called UNMID, UN mission in
the fictional country of 'Darlan'. After each move, a representative
selected by the syndicate members, briefed the Special Representative
to the Secretary General (SRSG), and his executive staff, consisting
of a Force Commander and a Police Commissioner, on their findings.
The
first move required the syndicates to develop a concept of operations
for UNMID. The second move focused each syndicate on the elements
of a particular vignette and required their assessment of operational
and tactical level solutions. The final move focused on the training
needed to properly conduct the simulated mission, with a focus on
South Asia nations who would participate in a UN mission.* In this
analysis, Move 3 has been given greater attention because it represents
the core learning objectives for this seminar-game.
Delegates
were requested to complete two questionnaires. One was concerned
with general issues surrounding peacekeeping and peacekeeping training.
The other focused on the reaction of participants to this particular
seminar game: its content, support and the venue. The questionnaires
were distributed on the first day of the seminar-game to permit
sufficient thought as the week progressed. The completed questionnaires
were collected and tabulated in time for the final out-brief on
the closing day, so that feedback on the results was immediate.
