| Introduction
From
25 February to 1 March 2002, The Royal Nepalese Army, US Pacific
Command, the Center of Excellence in Disaster Management and Humanitarian
Assistance and the United Nations Department of Peace Keeping Operations
jointly sponsored a five-day seminar-game in Kathmandu, Nepal. Thirty-nine
participants representing the humanitarian, civilian police and
military communities were invited, with final representation from
20 countries, including Canada, Fiji, Indonesia, Jordan, Madagascar,
Mauritius, Malaysia, Mongolia, Nepal, Pakistan, Papua New Guinea,
People's Republic of China, Russia, Sri Lanka, Thailand, Tonga,
Turkey, United Kingdom, United States, and Vanuatu.
Also
participating and contributing subject matter expertise was the
ICRC Regional Delegate to the Armed and Security Forces in South
Asia. Approximately two-thirds of participants were military personnel,
almost one-third were civilian police personnel, with limited representation
from the humanitarian community.
