Background
General Ciron presented his reflections on the seminar. He focused
his remarks on two articles that he had recently read.
Issues
Quoting Dennis Jait, author of a piece titled, "Why Peacekeeping
Fails," General Ciron said peacekeeping failures are structurally
built in and quite difficult to resolve. He also cited an article
from a recent Asia Magazine written by Richard Olivier, son of Sir
Lawrence Olivier, in which he quotes Shakespeare as an inspirational
tool where we must "fight like tigers."
Prospects
He said it is an important task, therefore, of us to take note of
his critical insights on the nature of Peacekeeping Operations.
In
closing, he said the seminar accomplished several objectives including
the gathering of "dear friends," to discuss the various issues and
concerns on how we can make this world a peaceful place to live
in through peacekeeping.
He
said we should also act like a tiger, that is "to stiffen up the
sinews, summon up the blood," and act in a spirit of strong advocacy
to achieve the expressed goals of the seminar.
In
bidding the delegates farewell, he said, "it has been a privilege
to host this conference."
