| Structure
The
game consisted of a peace operations and humanitarian assistance
scenario, based on a fictitious country named Darlan, structured
into three separate problems or "moves". Each move was
further divided into a scene-setting plenary session, working group
session, and a concluding plenary session.
Each
of the role players for the UN mission, UN Forces in Darlan (UNFOD)
- humanitarian coordinator, force commander and civilian police
advisor - gave experts briefings in a plenary session. This was
followed by three moves of four working groups consisting of 12-15
participants who were guided by facilitators. Their session outcomes
documented by a recorder. The concluding plenary session of each
move featured group out-briefs presented by a group representative
to role-playing UN mission leadership, followed by an open discussion.
The game concluded with a discussion of the conclusions reached
and recommendations made for future engagement activities.
The
Center of Excellence in Disaster Management and Humanitarian Assistance
furnished subject matter experts, role players and facilitators
with extensive field experience to ensure realism and to serve as
knowledge resources throughout the game. The United Nations Department
of Peace Keeping Operations' Training and Evaluation Service provided
subject matter expertise and facilitation. United States Pacific
Command's Gaming and Simulation Department provided gaming support.
The Asia Pacific Area Network assisted with information analysts
who accessed information resources online throughout the working
group sessions.
