Attending
the game were 69 representatives from 25 countries, including Australia,
Bangladesh, China, Fiji, France, India, Indonesia, Japan, Madagascar,
Malaysia, Mauritius, Mongolia, Nepal, New Zealand, Pakistan, Philippines,
Papua New Guinea, Russia, Singapore, Sri-Lanka, Thailand, Tonga,
United Kingdom, United States and Vietnam.

The
game managers intended for the play of the game to originate from
the perspective of the three major sectors responding to the emergency
phase of modern peace operations: humanitarian, civilian police
and military. It was suggested that each country send one professional
from each sector to attend the game to promote a balanced representation.
The International Committee of the Red Cross and the International
Medical Corps represented the humanitarian viewpoint. The United
Nations Department of Peacekeeping Operations provided a civilian
police advisor. These subject matter experts contributed greatly
to providing a holistic perspective and to educating what became
manifestly a predominantly military audience on their areas of specialty.
