Briefing

A scenario entailing the recent history and
present situation of a mythical territory was used to drive
the discussion. A border conflict between two neighbors results
in the extensive displacement of people and poses a threat
to regional stability. The crisis has not been resolved and
the international community has mandated a peace operation
to restore a peaceful environment, support the humanitarian
relief effort, demarcate the border, provide for free and
fair elections and assist in the transition to a new civilian
government.
Because
participants have diverse educational backgrounds and real
world experience, a baseline of knowledge was established
on the first day of the seminar through the use of presentations
provided by subject matter experts - individuals acknowledged
as having considerable personal experience in a field. Role
players who represent the key leadership that would be found
in a typical United Nations peacekeeping mission were then
introduced. Following this introduction to the problem, a
series of topics, or game moves were presented. After the
topics were presented, the participants dispersed into smaller
working groups to discuss the issues raised. Role players
assumed their leadership positions within the mission to provide
for realistic game play over the life of the simulated peace
support operation. Each group selected a representative to
provide an out brief to the senior mission leadership (role
players) and to their fellow participants on the details of
their findings.
Guidance
was provided for the group discussions; however, the intent
was not to limit the points to be covered. All groups were
encouraged to fully explore the horizons of these important
aspects of preparing for modern peace operations and to highlight
any issue considered relevant for the benefit of the other
groups. Assumptions were made as appropriate to assist in
thoroughly discussing key issues that must be taken into account
for the planning and execution of a successful mission.
