Introduction

The United Nations, the Republic of Korea and
the United States of America collaborated on a multinational
seminar that focused on the role of the military in peacemaking
and peace building and transition issues in complex emergencies.
On behalf of the Government of Korea, the Ministry of National
Defense agreed to be host and co-sponsor, with assistance from
the Korea National Defense University. The week-long event was
executed by the Center of Excellence in Disaster Management
and Humanitarian Assistance, which is a civil-military liaison
organization, established by U.S. Congress and reporting to
U.S. Pacific Command. The seminar, held at the Grand Hyatt Hotel
in Seoul 25 - 29 August 2003, included 51 representatives from
21 nations.
