Programmatic
approaches that have consistent and embedded objectives, such as
seminars, conferences and planning-, command post-, and full training
exercises, are extremely effective means of continuing the development
of com-mon training standards to improve capacities. They provide
the face-to-face contact and hands-on activity that lead to common
understanding.
Information
sharing is crucial for the continued development of response capability.
Some information-based resources such as APAN could contribute much
more toward capacity building and would include lessons learned,
training development and training opportunities, and planning with
potential partners. Distance and distributed learning have a role
to play in advancing training capacity, and various methods need
to be explored, including those that are accessible and affordable
by all nations.
A
suggested method for continuing dialogue is the establishment of
an informal working group, voluntary, non-binding and inclusive
in nature. It could build on the model provided by the International
Association of Peacekeeping Training Centers (IAPTC). The working
group would consist of members willing to share the burden of forming
and promoting such an organ-ization, that would share the products
and fruits of its labors with all of its members, while main-taining
minimal overhead.
