The goal of the gaming seminar was to give participants a better understanding of the comp-lexity of coordinating and conducting multi-faceted UN peace operations, in order to enhance the mutual understanding of the political, civilian, humanitarian and military components within such operations. Its objectives were:

1. To determine what measures are necessary to include in a Security Council Resolution and whether the mission could be authorized under Chapter VII of the UN Charter as required by the game scenario;

2. To apply the techniques of mission planning to the complex issues and the interplay between diplomats, civilians, humanitarian and military elements in the conduct of peace operations to give participants an understanding of the issues at the operations level;

3. To determine the training requirements at the operational and tactical levels required for preparation of a multi-national force to conduct/participate in a peace operation.
